What WhatsApp actually does to your video
When you attach a video through the normal gallery picker, WhatsApp re-encodes it before sending — it lowers the resolution and slashes the bitrate (the amount of data per second of video) to keep file sizes small and delivery fast on slow networks.
The bitrate cut is what causes the blur. When there is not enough data to describe fast movement or fine detail, the video falls back to blocky approximations. The bigger your original file, the harder WhatsApp squeezes it, and the worse it looks.
Fix 1 — Compress before you send (best quality-to-effort)
This is the counter-intuitive trick: making the file smaller yourself actually makes it look better on the other end. If you compress the video to a modest size first, WhatsApp has very little re-compressing left to do, so it largely leaves your version alone.

Fix 2 — Send it as a Document
WhatsApp only re-compresses videos sent through the photo/video picker. Files sent as documents are delivered byte-for-byte, untouched.
Tap the paperclip / attachment icon, choose "Document" (not Gallery), and select your video file. The recipient gets the exact original. The only downsides: it will not show an inline preview (they tap to open it), and WhatsApp's file-size limit still applies — so for large videos, combine this with Fix 1.
Fix 3 — Do not forward forwarded videos
Every time a video passes through WhatsApp's normal send, it can be re-compressed. A video that has been forwarded five times has been squeezed five times — that is why old forwarded clips look so rough. Always share from the original file, not a forward of a forward.
